Descriptive Report of the Civil Society Engagement in Doha, 2009
Civil Society Forum
More than 250 delegates from around 60 countries gathered at the Civil Society Forum in Doha, Qatar from 26 to 27 November, 2008. Participants adopted the Civil Society Declaration which was presented on 2 December to the 2nd Plenary Session of the International Follow-Up Conference on Financing for Development to Review the Implementation of the Monterrey Consensus.

Doha Review Conference
The Doha International Review Conference on Financing for Development was held in Doha, Qatar from 29 November to 2 December, 2008. Officials from more than 160 countries, including some 40 Heads of State attended the Conference. Civil society organizations (CSOs) participated actively in the Conference through roundtables, side events, lobbying and media activities. The Conference concluded with the adoption of the UN Doha Declaration on Financing for Development. Many CSOs developed critiques of the Doha declaration.

Civil Society Perspectives and Recommendations
Civil Society critiques of the UN Doha Declaration can be viewed against the backdrop of analyses prepared in the run-up to Doha. These had emphasized the need to address the systemic weaknesses that had undermined the consensus reached in Monterrey. They had pointed to the need for a package of new, concrete, monitorable commitments, along with the political will to implement them.
