Co-facilitators of the Summit Process Launch a Draft Structure of the Outcome Document


On May 6, 2010 the Co-facilitators of the Summit Process, Ambassadors of Senegal and Denmark, launched a ‘Draft Structure’ of the outcome document of the High-level Plenary Meeting of the General Assembly. Introducing the draft structure, the Co-facilitators explained that the document aims to “to combine brevity with an action-oriented text which will provide the momentum for actions to accelerate the realization of the MDGs by 2015.”

Following “the guidance provided in General Assembly resolution 64/184,” and drawing on the report of the Secretary-General, and the comments and written proposals submitted by Member States, the draft structure is divided into two parts.

The first part, entitled ‘Keeping the Promise,’ emphasizes the importance of the MDG Summit in September, and presents an assessment of MDG progress to date. Among others, the first part of the draft structure draws attention to the:

  •   need for a country-specific approach 
  •   centrality of fulfilling commitments 
  •   importance of recognizing and acting upon the interconnectedness of the MDGs
  •   need for better monitoring mechanisms and increased accountability 
  •   special needs and challenges of vulnerable groups and conflict-prone countries 
  •   emerging challenges

In its second part, the draft structure identifies the “concrete strategies and targeted actions” to be taken in order to facilitate and accelerate progress on the MDGs. Entitled “The Way Forward – An Action Agenda for the Poor,” the second part of the document highlights the significance of:

  •   supporting and strengthening national ownership and institutions 
  •   empowering women and “working towards universal access to social services” 
  •   mobilizing international and domestic resources, and exploring innovative sources of financing

In shaping a ‘way forward’ and a new agenda, the draft structure incorporates “the lessons learned, approaches, the renewal for commitments and the strains in the achievement (brought about by the new and emerging crises).” The new action agenda must ensure that past gains are solidified and insulated from reversals.
